I probably would, and hope that if I didn't go the fellowship could still be given to someone else.

Are you already accepted to other programs that you would rather attend? Or are you still waiting to hear, and this program just isn't one of your top choices? If you haven't heard back from other programs yet, it's probably a good idea to fill out the application.

Seconded. As much as it would be terrible to deprive someone else, if you don't apply for the fellowship, there's a 25% chance you'll end up kicking yourself. And that hurts.

I agree w/ the above...but also I think schools prepare for at least 1 person to turn down a fellowship. So don't worry.

Yes, fill out the paperwork. If you don't take the fellowship they'll give it to someone else, you won't be depriving anyone.

Tough love: in situations like this, only look out for yourself. Screw the feelings of other people, apply for it. Have your aid lined up just in case.

This. I got a call like 2 months after I had accepted an offer for my MA to tell me that my financial aid had doubled because someone turned down a fellowship and I was next in line, and I was extremely happy about it.

yeah, it's awesome to get funding (or acceptance, etc.) after you thought that ship had sailed!
