I'm not a psych person, but I suspect that the answer is the same for all degrees: it depends on the program. Some programs may co-ordinate admissions between sub-departments, or even between overall departments (on gradcafe, it seems like admissions for several programs at the same university come in similarly timed waves), some may not. On top of that, some programs admit in rounds, with each round getting notice at different times. The important thing is, most will give you until April 15th to decide. Anything past that is speculation and nervous waiting-understandable, but useless.
It definitely depends on the program. At my university, each area (clinical-counseling, social/industrial-organizational, school, cognitive, developmental, etc) has a committee that chooses who gets interviews and who gets accepted for their own area. The application deadlines for each program are different (ranging from November to January). However, all of the psychology interviews are done on the same day (at the end of February) except for those in the school psych program (which are in January).
Usually you are admitted to work with a particular advisor who is a part of a sub-field. So normally you would be admitted into clinical, social, developmental, etc., meaning that the faculty in that area decide about you. But it doesn't work that way everywhere, so you can check with the individual programs or poke around their website to see how the program is divided up. If it's clearly sub-divided (e.g., different requirements for graduate students in different sub-areas), you're probably admitted into a particular area.
I'm applying in mostly (non-clinical) psych programs and so far I have 3 interviews scheduled - two with the whole department, and one that is just with my sub-group. So like everything, I guess it varies!
