3. I sent random emails. It might depend on your field. I'm in biology and/or biological anthropology, applying to PhD programs. Getting in touch with prospective advisors really helped for at least two schools -the profs watched for my application and made sure the department knew they wanted me (really cool!), and I did get in. It was a prerequisite for three or four more (as in, you don't get in if you don't have a prof who wants you, period). I read up on their current/most interesting research and mentioned that in the email, along with some basic information about myself (my major and school, general interests, current research ( ... )
