Read up on WEEE and the Basel Convention. Transboundary shipment of nonfunctional goods is illegal. There's a grey area in components for some parties, but not for Basel ratified parties to destinations outside of the OECD.

As I see from this movie that they ships semi-functional goods. Just that actual checking and packaging on the sender side is not worth it.
