If you have free transport, won't the street people climb on and ride round all day? Not that this is necessarily a bad thing.
Seattle has a free ride zone http://transit.metrokc.gov/tops/bus/ridefree.html

Oh, the homeless do that already. The 9 bus is something of an incidental 'free' service for them, since it services General Hospital. Elsewhere, the wheelchair has become the homeless mobile shelter of choice ... since it has added access with the bus ramps.

Meanwhile, the homeless who have possessions in a shopping cart configuration are generally unable to ride MUNI, since that is one vehicle MUNI refuses to take aboard.
