Again, Vogue uses "locals" of a third-world country as convenient backdrop to display ridiculously overpriced luxury items -- and doesn't seem to find that it's offensive at all.
Considering how nearly impossible it is for the poor to move up on the income ladder, the editor's comments come off as being extremely disrespectful and obtuse, too. Ugh, people are so ridiculous.

Vogue India, though - the editor and staff are Indian, and it's for Indian consumers, was the impression I got? I don't know.

Yeah, but the huge gap between the wealthy minority and the poor majority really just makes the lady sound ridiculous o_o
