I'd be registering a complaint if I were you, and if they don't make with the money back action I'd hit the newspapers etc. Way to punish the victim.

Theft insurance is expected to cover it, if it wasn't going to cost me $1000 to re-key the locks I wouldn't have bothered claiming it, either way I'll still be out my $250 deductible. But if they had recovered my car key then I’d be asking CPS to reimburse me.
