Can you file a restraining order against your neighbor?

I tried that way back in October. I went down to the local courthouse itself and waited in line for about 2 hours, only to be told that I wasted my time. I guess the way restraining orders work is that I need to file for a temporary restraining order, while waiting to file for a court date to argue a case for a permanent restraining order. However, they said they would not likely approve a temporary or permanent order due to the fact that the woman lives directly underneath me and so a restraining order would prevent her from living peacefully in her own residence... they would need me to be in immediate and clear danger in order to approve it. So they told me to not waste my money (also learned that it COSTS MONEY to protect yourself) on the fees for filing for the useless thing.

We're moving in less than 20 days now, so it seems silly to try again. :/

Well at least it will be over soon...
Otherwise I would suggest filing suit for harassment.
