I don't really have an opinion on the whole theory except that I can see the logic, sort of. If I squint. I'm pretty much against time!babies all around though.
I did want to mention though that the binary vascular system for Time Lord's does not develop until they've regenerated at least once. One had one heart. Jenny was different b/c she was cloned from Ten, which probably goes a long way towards explaining why she didn't fully regenerate. Although regeneration is never a guarantee.

I was sort of dubious about whether Donna was all that special until the Sontaran Stratagem. When the Tardis let Donna fly her - the same Tardis that required Rose to pull her open with a giant chain, mind you - I knew Donna was no ordinary human. So did the Doctor - remember his reaction? He's known since then something was up, I'm sure of it. Remember how he knew all along that Martha was a clone? Whether or not she's the Doctor's child, or Rose's, or both, or what, she is special somehow.

BTW if Donna is around forty she'd also be the right age to be Susan's daughter. If Susan got caught up in the Time War, maybe she wanted to keep her baby safe on Earth, fobwatched her and gave her to the Nobles to raise. Or, Geoff Noble was really Susan's husband, retconned, and Donna is really Sylvia's stepdaughter - hence the antagonism.
