Arare is the Japanese rice cracker, usually soy-sauce flavoured. These ones are small arare covered with chocolate :)

They're little rice crackers as katriona_s explained. The combination of sweet and savoury is rather unusual to Western tastes I think, but they're quite delicious! :)
