Yes, it is sexist. Because this is a spoof of old-time hero tales, but instead of the focus on the hero, the focus is on the villain.
It's meant to be how it is. I don't understand why people are so up in arms about it, either. XD

Ummm. Avatar. Let's see...
a) In a distant future where the world is sunk into an oppressive dystopia created by abuse of genetic engineering and surveillance technology, Aang and Katara (the former of whom was cloned involving genetic material from the latter, making her technically kind of his mother...but it doesn't matter because they never act like it and family has been all screwed up by the dystopia anyway) defy all the conventions of society by falling in love. Together (along with long-lost brother Sokka and the badass gene-ninja girls who love him/kick his ass) they will overthrow the system and free humanity once more.
b) Berserk. The Gaang defeats the oppressive power of causality, frees the Hawks from hell, and sets Zuko up with Puck.
c) Mai/Suki, because ninja girlfriends together would be too awesome for the world. And Sokka and Zuko's expressions would be priceless.

b) Clare and Guts fight while angsting over their dead and/or evil loved ones. When Clare kicks his ass, Guts finds out that it's because she was helped by the ~power of Teresa's love within her~ and has angsty flashbacks to Griffith and pre-retard!Casca.
c) Judeau/grownup!Schierke. They would just be so sweet and he'd be really supportive of her and she'd be tough and badass enough for him while still being adorable.

This makes me very sad, that I can't say for sure something like that is a parody. (Her death, I mean).
I dunno. Is Joss usually good about his female characters or no? I only saw Buffy years ago, so.

Whedon is well-known for writing better female characters than most, but this is not without complications. There's the fact that his tendency to write ass-kicking female characters at time borders on fetishizing female strength rather than simply respecting it as a normal part of human variation (see also: River in Firefly). There's also, and this is not his fault but his fans', the way that many of his fans seem to think he is the Ultimate Feminist Icon and can Do No Wrong.

The more I think on it, the more I can't picture Penny being more than a parody. Her name, how she's so saintly, the hero's girlfriend, the villain's after her, she works with the homeless and doesn't eat meat (and the fans hate her. There's fans of Captain Hammer that hate her). And naturally she meets the hero when he saves her.
