An elected president.

Arrest and Imprison Them and Get Our Money Back

Yes.

We could stop contracts that were gotten by bribery.

We could put embezzlers in prison - if shoplifters have to go, why not government officials?

We could expunge arrest records of those unjustly attacked, like the poor guy in the mall with his kids who dared to tell Cheney his foreign policy was wrong and was arrested for it.

And we could force some, if not all, of the crooks to disgorge some, if not all, of the money they stole from us.

And putting these crooks in prison would discourage future crooks from thinking, "Oh, I'm a Republican, THEY'LL NEVER ARREST ME."
