It's relatively unusual, but not unique. I found a website listing zoos and their policies, and something like 1 in 15 had a rule like that. There was a handful that didn't allow publication at all, and the rest were about split between "publication allowed" and "non-commercial publication allowed" (with the latter more often than not including a request or requirement to name the zoo alongside the image).
