The hotlinking is when somone click right on you pic and use the URL to repost your graphics somewhere else. As for example instead of snagging pictures here to use a banner I will use your url and put it direclty in my profile instead of hosting it myself. And the more your pictures are viewed, the more the bandwidth increases.

Yes it is!! I don't think there's one (but I can be wrong) Though, you can see which icons are hotlinked in going to your photobucket stats. Then replace the icons url of the hotlinked icons and put another icon instead. (but don't forget to replace the urls of the real icons in your entry) ohfreckle made this a long time ago. (s)he answered to quesiton sin the comments too. (s)he explains beter than I do.
