No one here has any authority. Who decided that they couldn't? Are you saying that in the case of a child being murdered, there should be no punishment for the murderer?
I can't help but wonder how long you have been here if this is the view you hold. Leaving it to those 'closest' has resulted in avoidable bloodshed. Not to mention, there's always a chance that what is perceived is not what has happened.
Recent events have shown that more than perfectly.
That being said, it's hard to contend with weird powers, don't you think? You try prosecuting a man capable of shooting lasers from his eyes. 'Course, I can do it.

If something's believed to be impossible, it will be impossible. Likewise, if you believe something is possible, you have a chance of succeeding.
