Yes, this so very easily could have happened. People grow apart, but still care for each other. People do move on and they are not the same person who fell in love once upon a time. It's bittersweet, but still a special type of love. One you hold close to your heart and always remember. But you have changed and what you need in your life changes as well.

I wish it had happened. I think the constant need to keep Buffy and Angel forever in love (in the narrative) but forever apart has become stagnant and frankly unnecessary.

Move on, kids.
