When the local government distributed these phones to us, I doubt their intention was for them to be used as some sort of personal announcement service.
I believe we were, in fact, given them so that we might communicate with each other. It strikes me as a sound, humane idea. Members of an amnesiac and disoriented population are likely to suffer psychological problems, if not outright trauma.
Having a way to communicate with those the same situation is doubtlessly of some value, especially as there are many young people here, who could benefit from the assistance and guidance of others.
Really? I thought-- well, they are phones. I think we're supposed to use them to communicate, and announcements are a form of communication, after all.

[The door to Edgeworth's room is suddenly KICKED open by a large man in a greaser's outfit- jeans, white t-shirt, heavy leather jacket, boots, and AMAZING hair. Isaac's eyes light on Edgeworth, and he throws his arms open wide.]
[After both of them giving Edgeworth big hugs, they make their way to the TV and immediately start fiddling with it. Not bothering at all to see if it was okay or if they would be disturbing him.]
