"You can only stop and search people based on having an actual cause" changing to "You can stop and search people based on something we know has racial biases (like conviction rate)" definitely sounds like it's getting more racist to me.

"We grabbed you once for a petty offence, so we can hassle you in the street any time we like" is bad enough, worse when black people get swept up for petty offenses far more often than white people.
