I guess it's just an example of clickbait headlines, but that article only explains why this happens in a very specific subset of cases (when you offer them a choice of options verbally and they pick the most recent one).
Plenty of times, toddlers get angry when you give them what they wanted after they were offered a choice visually and simultaneously (holding up two objects and letting them point), or when they weren't explicitly offered a choice but just asked for something and you give it to them.
