I agree with you on the father-in-law thing - mainly because it would be really unfair on the girlfriend to break up with her because of something that's no fault of her own and not even tell her why.
In this day and age, if your girlfriend's father won't give his blessing to the marriage (for whatever reason) you don't meekly obey him and walk away, you at least give the girl the choice.
I think he should aim for telling her privately, and hoping it doesn't all blow up, but even if it does, that's still better than allowing her father to bully them both like that because of his own past sins. And imagine how much worse the father-daughter rift would be if she later found out her father had broken up her (just-about-to-be-)engagement for his own selfish reasons.
