Rotterdam has had the crypto-fascists of Leefbaar Rotterdam ("Livable Rotterdam", the self-proclaimed political heirs of Pim Fortuyn, the right-wing politician who was shot by a left-wing extremist) in the city council. They've done more repressive/regressive things like this, and it's immediately obvious to anyone that this will be used to target brown boys and young men. The police in the Netherlands has demonstrated itself to be racist with various recent incidents, and about half of the police don't see the problem with racial profiling.

It's also interesting that Rotterdam has a social democrat mayor, who is from Moroccan descent.

Hopefully the council will get cleared of the awfulness at some future election.
