But that's what you *end up* with after gerrymandering for decades. It seems like, when you *start* gerrymandering, you're going to make fairly straightforward choices (should this large sensibly shaped boundary region stay in district A or be in B) which look reasonable either way -- but you choose the one that benefits one party over another.
And I've not seen any evidence that that happens. But it seems like an obvious failure mode that MIGHT happen if the boundaries commission is insufficiently independent. And the whole article I just read didn't say it DIDN'T happen, it just said "it didn't OBVIOUSLY happen" and "we have much bigger problems". And I agree those are maybe more important. But it still seems like, if it were the case that it was starting to be a problem, it would make sense to head it off, not only wait until it was dire

If you haven't read Garlic and Sapphires by Ruth Reichl I can thoroughly recommend it. She is mentioned passim in the article about restaurant reviews. As a New York restaurant critic she took seriously the need to disguise herself when eating out. Her memoir of these years is both fascinating and hilarious.
