One of the problems with keeping on the bleeding edge of technology is that, unless it's your job, you have other things to keep abreast of. That article is sort of like, "Why is it acceptable, in the 21st century, to not have a grasp of particle physics?". You might know a bit about particle physics, but unless it's the field you work in, or something that interests you greatly, you simply don't keep up with the latest advancements.
Tech is a tool for most people, not an end in itself.

I think the issue here is not execs that don't understand the finer points of assembly language. It's execs for companies that sell most of their product on the web, have large amounts of web-marketing, and generally require the web to do most of what they do (which is a lot of companies), but don't actually make any effort to find out anything about what the web is.
