And a lot of this stuff we really hear about a lot in the media only when the Lords throw it back to the House. I mean the snoopers charter, without the Lords kicking up a fuss, May might have been able to sneak it through.
Especially considering that one of the lords quoted in opposition to these powers, Alton of Liverpool, is best-known not for his civil rights stand but for his opposition to abortion. (I know of him mostly because he once wrote an article on Tolkien which weirdly turned into an anti-abortion screed.)
Was it intended as mockery of the Lords that the article included a photo of the State Opening of Parliament? It's kind of belittling to allow an implication that they normally conduct their business dressed in that manner.
