As far as the price of e-books, while covering a library board meeting, I found out that publishers charge public libraries the same prices for e-books as print books, I don't know if the same is true in UK and elsewhere, but in US, that's apparently the reason why libraries don't expand their ebook collections all that aggressively. (especially since, when you weed print books, you can at least get something back for them).
