Well, both my devices updated to 4.3 last week, so something must have changed!

Yeah - if you buy Nexus devices then they update nigh-instantly. But most people have a Samsung, HTC, LG or other manufacturer device.

Looks like less than 7% were on 4.2, and only those ones will have been updating to 4.3 automatically:

Ah - that makes sense. My Samsung had real problems updating (though largely my fault because I hated using the Samsung updater. It asked me to sign away my soul in the T&Cs, and I objected...).
