It has taken them _ages_ to get there with them. I assume that the automated systems just weren't up to it when they started.

The Thames cable car is over-budget because it's a completely ludicrous idea.

It's over budget because they deliberately left out several major costs from the original headline budget figure to make it easier to persuade people it was worth doing.

Great Regression, not recession. An important distinction because it shows that even when the economy was doing well, people weren't benefitting from it.
