Wow, very cool! I've read the books and am not a big fan, but always like to read meta, so will check to see if it's at the library. :D

It'll probably take a while to show up at your library, but you can always put in a request to get them looking at buying a copy for your system a little sooner!

Do you need to know anything about the Twilight series to understand the historical part? It sounds interesting (I own several books that explain the history of Dickens and Austen and love them), but I'd hate to buy it only to find that I don't get the references.

You'd probably have to have at least some familiarity with the series to enjoy the book. The historical bits are set in context to the novels (although we expect many film-fans will also dive in) but usually at least with enough of an explanation that you can see why the authors are talking about this or that.

If you want to, I think there's at least one sample chapter up on the link above so see if that seems appealing!
