My little sister is talented. This is from about a year ago. She didn't write it, but she found it and learned it.

I've told her. A good voice is a priceless thing. It runs in the family I reckon, our grandparents were singer/songwriters when they were our age. I don't at all claim to have a voice like hers, but I can carry a tune, a manly tune

Does she have a voice coach/teacher? She definitely has a ton of potential. As a voice student, the professional-in-training in me has all sorts of technical advice, but my best piece of advice for her is this: if this is something she loves, she should find a good voice teacher. My college voice teacher has made such a huge difference for me in just two years. And if she gets a teacher but isn't satisfied, find a new one. As someone who's taken private lessons in various instruments since age four, I know it can be difficult to find the right teacher sometimes, but so worth while when you do.

She doesn't, she's been teaching herself, with occasional encouragement from her band teacher at school. Living in a small town has its drawbacks. I know she wants to go to school for music-y stuff, but thats as far as it goes. She is only 16, so plenty of time to look around.

In that case, I have more advice! Audition for a school of music that is non-competitive. It may seem better to go some place where people are vying for position, and sometimes it is, but not always. For instance, I go to Wayne State University here in Detroit. One of the school's secret gems is a renown school of music. However, unlike so many schools of music, it's not a program with limited spots, where a bad performance in juries or something can get you kicked out. Because they're non-competitive, it does two major things: 1) it encourages an atmosphere of collaboration, rather than competition, amongst students, and 2) they accept people like myself, who'd never had a private lesson before college, because they have to room to foster potential when they see it. Best of luck to her! She's got a great voice, and with a little training it could be mind-blowing.
