Joseph-Desire Mobutu (1930-1997) is the prototypical 20th-century African dictator. A longtime military officer, he won a struggle for power in the 1960s and turned to African nationalism, changing his country's name from Congo to Zaire, and his own name to Mobutu Sese Seko Nkuku Wa Za Banga ("The all-powerful warrior who, because of his endurance and inflexible will to win, will go from conquest to conquest, leaving fire in his wake"). Rather than develop the nation's considerable natural resources, he used them as a bargaining chip with the West, who sent massive financial aid which ended up in Mobutu's pockets. Like Mobutu, you're prone to the occasional burst of pomposity, but you're clever enough to keep your intentions veiled. Your allies may hate you, but getting rid of you would be more trouble than it's worth.
