That is the impression I got from Republic City, that it's a place ruled by outsiders, though I hadn't made the DC connection. Tenzin is probably the closest the city has to a local representative, and even if his seat is mostly symbolic in nature he also seems to be the one who most genuinely cares about the city's welfare.
I've been thinking about the role of Republic City for some time since I saw how prosperous and diverse it is, and I can't help but think it's being held back in a way--this place has tremendous potential for both economic and political power, and the other Nations fear it. If it does become a self-ruling democracy, it'll be practically unstoppable.

I'm in Virginia, which means I actually get to elect my own representatives. Kind of. My vote gets drowned out by all the extremely conservative people south of me. *sigh*
Now I want to write a fic where a bunch of disguised people hijack an incoming merchant ship and dump all the tea into Yue Bay, and the Council blames Amon, and he's all "I didn't have anything to do with that." Meanwhile, somewhere in the spirit world, Iroh is crying...

Ha, the Republic City Tea Party. Would they dress as Water Tribe or pirates, I wonder. Makes you wonder what kind of trade restrictions Republic City chafes under.
