Each one is handmade and can be worn either as a cage skirt on its own, over top of a skirt or as a hoop skirt to provide amazing volume underneath a skirt.  The waistband is adjustable and closes with ribbon ties.  2 strips of spiral steel are inserted along the length of the waistband for structure and comfort.  Each of the 4 hoops are made from
