There aren't many that have that much flexibility.. it's why I adore MUDs so much, where the Admins (often) react to player actions in decently thought-out ways.

Baldur's Gate 2 was supposedly quite epic, however, and included the ability to acquire a castle.. I don't know how that plays out in the storyline however, and it certainly wouldn't be as adaptive as you'd like it to be.

Butting in here from my husband's friend's list but have you considered MMO's?

You can't always alter the game world in huge ways personally, but through various events & things done by players they do morph over time. Many have homes these days & though NPCs aren't always great to interact with, there are always other players, GMs & guide types.

Spore isn't technically what you are looking for, but it does offer elements of exploration, a home base, overthrowing your rivals by force, religion, or economics and once you hit space you can conquer, colonize or trade, or run errands for bizarre beings.

But, the gameplay is not complex. You don't micromanage anything once you build your cities. It gets repetitive after a while, but it's still fun if you like this kind of thing.

And there are pirates that raid your worlds and you have to drop whatever you are doing and go defend them! Which kinda sucks, actually.

I posted my comment too soon... I was going to tell you that there's not a lot of online interaction but it IS neat to see other people's creations.
