Those trees (and their shadows) are beautiful... that is a well-framed photo!
And that is indeed a radio tower out in the field, which does not have cell-transmitters... so it is a plain old radio broadcast tower and has nothing to do with cell reception. It probably an emergency broadcast relay for radio/tv interruption.
This was such a tall one, i wonder if it's for shortwave radio? Either way, i think it's sad that people who live within line of sight of such a useful mast still can't get internet because the cell phone companies or TV companies or government won't work together to hook it up.
Actually those can't be radio transmitters and cell transmitters at the same time, the frequencies don't mesh and interfere with each other. Around here they've been putting cell transmitters on water towers. It looks like a longwave broadcast antenna to me. A shortwave radio tower for a serious hobbyist is generally only like 30-40 feet tall, and an emergency broadcast one is like 60.
If the U.S. cared about cheap, easy, reliable access to internet and cell service, they'd wire all towns with fiber optic cable with free jack-ins for city residents and wifi for all visitors... but the U.S. gives ZERO FUCKS about access to the internet, and prefers to let the ISPs run the whole game and squeeze every penny possible out of users. It's... a horror show, actually.
That's kind of my point, that there are so many of these radio masts around the place, you'd think they could just attach a cell on the side and give coverage to the people who live there, but instead there are multiple towers dotted around on different hills, all owned by different companies, and not all covering the same area. It seems really inefficient. I think fast internet should be a public service just like radio or TV, especially in rural areas where you can't just sit in front of a Starbucks or McDonalds and get free internet.

Cell phone towers have a triangular thing at the top. Those are radio towers.
