No, they wouldn't be able to- it would be too dangerous (not that bellringing is unsafe, per se, but more than letting anyone in while ringing is going on who would try to cross the room would potentially be dangerous).
Peterchurch is not a big place, and the ringing room (technically not the belfry, that's where the bells are hung) is not that big either IIRC so the "library" would be very small- only a few bookcases.
Several colleges of the University of Oxford have bells and, fairly obviously, their own libraries. Lincoln College's library is in a converted church which has bells, although the ringing room is completely separate with different access.
