Second, call the city and let them know you're having a problem.
Third, you discover that once the city starts calling, the manager won't leave you alone in his/her quest to make sure that repairs have been completed to your satisfaction.
If you do step one, and just play phone tag instead of proceeding to step two... you're going to be playing phone tag by yourself for a long, long time.
He's already done step two, though, too. That made the apartment staff very worried for about two hours, but then somehow he got bounced back to step one.
