Depends on the size and strength of the ballista, and the wall. Some could, but most of the time, you'd just use catapults if you wanted to break walls.

Well you see, flaming boulders were crashing down around the city of Saradush from the siege, and I was unfortunate enough not to notice one such boulder crashing towards me until WHAM! I would have been flattened like a pancake, but fortunately I was wearing a suit of armor, and I'm made of tougher stuff than your average human. But suffice to say, I definitely had a few broken bones, and had to crawl my way over to a healer.

Well there were two reasons for that. One, the armor was magical, two, It takes a lot to kill this sparrow.
