I'm confused on the raising of the rent: aren't you in a contract? How does he get away with that? I'm not too keen on the legal stuff, but seems to me you should be able to at least keep your rent at a steady place...

It's a month-to-month lease and there are no rent-controls in the area. Affordable housing does not exist here.
