Worry not! He doesn't have a below-the-knee amputation - the silver band is present some way down the synthetic leg (something to do with it calibrating I think?) and there's another one further up near where it joins his thigh:
I also must add, during the episode, "Arrhythmia", there's a scene where John and Dorian goes to see a crematorium worker at Trimeddan funeral home. John's eyes linger on the slap where there are prosthetic parts (one of which a leg, like his) are piled together. That leg looks exactly like his on the top of the pile, with two bands on it (one high on the thigh and one just after the knee.
It took me a while to figure out what he was focusing on and why, then felt a pang of sadness when I finally got it. :(
Actually, I just checked the first episode (I still have them all on DVR). In that scene where he stands up and and they show his full leg before the skin color kicks in, you can see that line below the knee, and a similar one higher up on the thigh (just high enough to be covered by the shorts in the first image. So it's not marking the limit of the prosthesis, rather it's some kind of seem or joint that's part of the artificial leg. Also, if you look very closely the real leg is much hairier than the false one...which was a good detail on the effects designer's part.
I see all the explanations have been given already. The silver bands mark the charging areas. In the pictures in Norfolkdumplings comment you can see John removing a mobile charger. When the leg prosthesis is in the rest on the table the connectors rest exactly where those two silver stripes are. Just check it out.
