Short answer yes. The first part stands for Translocation chromosome 2 and 3. What this means is a piece of chromosome 2 has broken off and attached itself to chromosome 3 and same for chromosome 3. The second part is the position of the break point. Each gene has a mid point and two arms the short arm is called the P arm and the long arm is the Q arm. So the break on chromosome 2 is at gene 33.1 on the long arm and the break on chromosome 3 is at gene 27 on the long arm.
