I've got a Laurel who wants to commission me to do a piece on parchment, about 30"-40" (I'm trying to talk him down a bit), in Court Russian (text to be provided), in red ink with gold highlights and some foliated bits in the corners. I've got NO idea whatsoever about how to negotiate this. I've never done such a thing. (Heck, remember me swearing after Twelfth Night I'd never do Russian again. ;-)

You've done more scrolls than I have - what part are you chomping about? Can you provide period references to support your side? Are you having trouble negotiating a price?
I can help you a little with the pricing issue. I would need more info about anything else.
For pricing, I usually decide whether to charge by the size or by the hour, depending on how familiar I am with the style. Is the gold guilding or shell? Modern pigments or period? Take your materials cost, and times it by 2, at least. If you are using toxic pigments, don't be afraid to add a hazard materials surcharge. This part of your price is non-negotiable, and you don't need to tell them you padded it. Then add labor
