I think Gallifrey is not an empire. They have declined that. They do have an agency for subterfuge and covert action. They have a lot in common with the UN or Greek gods. I think removing Gallifrey cut out a lot of the entertaining stories and complex dilemmas as well the power play (the first one in New Earth in season two saw a bit of that but the 'defender of the legacy of Rassilon speech is on a different level).
The Cybermen reject egalitarianism despite the appearance. Of course so do most communist societies. The darleks are more than nationalists (WWII German elite) but racial supremacists (the Nazi command and SS). The final darlek story of the original (what do you mean I ignore the new ones as added on?) saw this explained very simply. Remember nationalism wasn't what set WWII Germany apart.
Certainly an interesting set of ideas. I do think that you
have better things to do though!
