The sex offender registry is a monumentally stupid idea. First of all, if you think these people are dangerous enough to be put on such a registry, then why release them from prison in the first place? If they've done their time and been released, that should be the end of that.

I'm going from memory, but the federal law includes the phrase "lascivious exhibition of the genitals or genital area".
Other than that, (and setting the age limit at 18) the federal law is pretty straightforward.
*State* laws can get considerably worse.
Besides the inherent "cruel and unusual punishment" aspects of the SOR, much of the trouble is due to the *real* criteria for being placed on it is "is there *any* chance that NOT putting this person on the list MIGHT result in me having to answer uncomfortable questions about why they weren't at some future point?"
Now apply that "rule" thru the filter of our sex-negative culture and the (often willful) lack of knowledge (or even "misknowledge") and actual likelihood of someone re-offending and you get the current mess.

That doesn't contradict what I said. Artistic nudes and casual nudes in nudist magazines are legal, otherwise such things would not be available in stores and places like Amazon. I looked up a nudism website and found this legal note:
