(I take it Atlantic City is on a barrier island?) As I recall, that they were warned to evacuate (apparently Atalntic City mayor told people to go to evacuation centres IN Atlantic City) also that no first responders would try to get to them or anyone else who'd stayed on the barrier islands before daybreak. (Not safe.)
