Return of the King is intrinsically not a good film. The changes made from the book were all Bad, the pacing is off, it's long and sadly just not interesting enough. The film that should have won an Oscar was Fellowship, which was beautifully directed and fascinating all through. The changes made to Fellowship were generally good (no Tom Bombadil sidetrack) or neutral (Arwen - whatever).

But nobody would give an Oscar to the first film in a trilogy, because what if it won for the next two years as well? That would be unreasonable! So they gave the Oscar to the third film, even though it was tripe, because they hadn't given it to the better ones.
