According to some sources, it was because they looked at the costumes at worlds and decided that they were becoming more modest. I've seen the pictures, and I didnt notice a huge difference. But thats Irish Dance for you.

I'm just glad we dont have to wear black tights. Whatever reason they decide to give.

More likely, they got a bunch of ugly letters and decided to hide behind the excuse. Or perhaps they think that ruffles and bows on a super short skirt looks more modest (even if it shows the same amount of leg). Lots of people might make the same mistake ;P.

Well, yeah, but they have to come up with a reason that doesnt make them sound blind (because they're judges) or like they were wrong to begin with (because they always have to be right). But, I'm happy with the outcome, and they can make whatever silly excuse they want so long as they dont make us wear black tights. Of course officially you cant let a bunch of dancers and parents think they have influence, then they'll be demanding all sorts of things, like fair judging, and accountability for teachers...

Oops, was that my outside voice? no, that wasnt me, I'm a good little senior dancer, I have no complaints with the status quo (as long as I dont have to wear tights!) :-P
