An Armenian friend of mine living in the U.S. sent me a message asking about a veteran of Karabakh war who was denied an Armenian passport because he hadn't had a birth certificate in his possession. I know that this is not the issue you are raising, but I am just "amazed" and puzzled - how is it possible to serve in military yet have no identification papers?
Plus, how many other "Igors" are out there and have no one to cover their stories - so what that this one incident has been solved ("hoorays! to Gasparyan)

To be honest, I'm not really sure, that the story presented by the journalist is complete. There may be some details, that are omitted.

Quite possible. However the fact is - one man was able to fix it, but only when the sotry became public

So what? I am in Canada AND in Ottawa - want to hear about bureaucracy, ask me:) The fact that bureaucracy is "universal" does not make ie bearable or tolerable. It is ugly in its core, which is ignoring the value of a human life.

Since we don't know the whole story we can't tell for sure, right? And how could the minister solve that problem, if he didn't know about it???
