I, of course, am worried about the other doggy who is now alone in that horrible yard. Any chance you can call Animal COPS to go get him?
I have talked to the SPCA about it, and as the situation stands currently, they're not technically breaking any laws on that one. It's not against the law not to walk your dog, or not socialize it, and he doesn't have any obvious health problems. They said if something became obvious that I should call them and they'd check it out. But right now the sucky situation is that we'd basically have to wait for the dog to get sick. :-/ And to make it suckier, he even doesn't have his little friend with him anymore. They were a great team.
I wish I was there, I would help you find a home for him!
Well, when do you get back? ;) If he's still here when I get back (Sept. 5), maybe we can team up and work on that. Thanks a bunch for the offer! :)
My apartment complex doesn't allow dogs, but I will ask around at work on Monday and see if anyone is interested or if they know of anyone who would be. I'll post or e-mail if I have any luck.

Not sure if you are familiar with the Lange Foundation or New Leash on Life. They are both organizations here in LA that rescue animals about to be euthanized and put them up for adoption. Odds are, they probably couldn't take Lucky in, but I know at least Lange Foundation (which is in West LA - on Sepulveda near Olympic) offers up pets for adoption that are currently in "foster care" (which is sort of like what you are doing since you can't keep him). These could provide additional avenues to help get Lucky placed in a good home.
I'll let you know if I find anyone who is interested.
Alas, I live in Canada, but I've posted a link and explanation on my LJ after coming here from queenofthorns's LJ. My flist is pretty geographically widespread, so it can't hurt. Best of luck, and I hope Lucky finds a permanent home soon.
there's also another great online community site, Dogster, which is not only for people who will dress their little dogs up in ensembles and take pictures of them in said ensembles and write diary entries in their names but is also for adoption and rescue and so forth. good luck, and a rub of the ears to Lucky...
