This is a photo of the Double Temple at Kom Obo, Egypt taken from the M/S Oberoi Philae. We arrived in late afternoon, docked, toured the temple, then stayed docked overnight.

Is that paint? Maybe to cover up some graffiti?

It was concrete or some kind of patching material to maintain the structural integrity of the temple. I think they deliberately make it not match (as they do in the Roman Forum) so that you don't confuse the original with later additions and repairs.
