I did read once in a fanfic that 'Gallifreyian hair can't be cut.' Me: 'Oh rly? What's it made out of, wire? Does Desperate Dan have Gallifreyian ancestry?' Really, that was rather a silly line that did not make much sense. But then it was ff.net.

So, in my opinion, of course not. Ah, the beauty of audio.

In "Lungbarrow", one of the characters has hair so long she keeps it coiled on her back... the Doctor cuts it off to use as a rope.

(Which, if you've read Lungbarrow, you'll realize this is the most minimalistic paraphrase ever).
